She <br /> questioned the use of such a provision in the <br /> County policy without NRCD's comment. County <br /> Manager, Ken Thompson, responded that both the <br /> County and NRCD plans call for reduction in flow <br /> rates with increasing crises Levels , including a <br /> "0" flow rate. <br /> Horace Johnson , Water Superintendent for the Town <br /> of Hillsborough, was sworn in to present evidence <br /> that water supply is available to serve the <br /> proposed Scotswood Subdivision. Johnson also <br /> stated that the Hillsborough water treatment <br /> facility is operating at 50% capacity. He noted <br /> that figures from the staff's statement were too <br /> high, adding that 150 gallons per day per unit is a <br /> rule of thumb suggested by the Town to engineers <br /> generating estimated use f igures . He supported <br /> this statement with figures giving the average <br /> daily use from a random survey of four sections of <br /> the Town for the six—month period from August 1 , <br /> 1985 through January 1 , 1986 . He concluded that <br /> utilizing actual use records, the projected use <br /> figure would be 153,805 versus 249 ,300 gallons per <br /> day estimated by staff. He noted that the rate <br /> system must be self—sustaining . <br /> Commissioner Carey inquired if developers were <br /> required to correct any adverse impacts and Johnson <br /> responded that a condition for improvements by the <br /> developer is required for service to be extended . <br /> Johnson emphasized again that the Town of <br /> Hillsborough did have the capacity to serve the <br /> subdivision and , if there were no new customers , at <br /> some point in time he foresaw a rate increase. <br /> Vii llhoit noted that if the pressure problem <br /> continued , the Town would have no recourse over the <br /> developments already approved . 1, <br /> I + <br /> Planning Board member, Chris Best , asked how many <br /> water customers were being served by the Town of <br /> Hillsborough and Johnson responded 3400. Most of <br /> these are residential . There are a few businesses <br /> and Johnson noted that Hillsborough Textiles <br /> recycles water . <br />
