Carey noted <br /> the applicant had offered a 10—Year phasing period <br /> at the previous public hearing . <br /> Commissioner Carey asked if the stormwater could be <br /> controlled without imposing a condition of <br /> approval. Collins responded it could be achieved <br /> at the staff review Level and noted there were many <br /> solution options available. <br /> Commissioner Marshall expressed concern about <br /> specificity in the conditions and an understanding <br /> of all parties over time of the conditions imposed. <br /> Commissioner Marshall directed staff to add a <br /> condition regarding voluntary annexation as <br /> requested by the Town of Hillsborough. <br /> Barry Jacobs, Planning Board member, requested more <br /> specificity regarding vegetation . Collins cited <br /> the developer 's Letter of intention which indicated <br /> a willingness to identify specimen trees . Collins <br /> noted he assumed a rule of thumb to be the <br /> retention of trees 12-18 ' in diameter. Identifying <br /> smaller trees is an enormous undertaking and is <br /> generally done by mass identification . <br /> Commissioner Marshall inquired about the process <br /> that would assure that these objectives would be <br /> met.
