Collins cited <br /> the developer 's Letter of intention which indicated <br /> a willingness to identify specimen trees . Collins <br /> noted he assumed a rule of thumb to be the <br /> retention of trees 12-18 ' in diameter. Identifying <br /> smaller trees is an enormous undertaking and is <br /> generally done by mass identification . <br /> Commissioner Marshall inquired about the process <br /> that would assure that these objectives would be <br /> met.
