Smith responded that <br /> difficult issues are posed with this type of pre- <br /> existing subdivision and access needs . <br /> Smith asked , in order to avoid consideable delay, if <br /> NCDOT comment by phone would be acceptable in order <br /> to place this item on February 4, 1986 agenda , if <br /> necessary . <br /> Kizer stated he felt NCDOT comment by phone should be <br /> sufficient . Such an amendment to the motion was . <br /> accepted and seconded . <br /> VOTE : 5 in favor . <br /> 3 opposed (Jacobs , Best , Pilkey] <br /> Best noted that he had concerns regarding buitdinn <br /> roads in already existing subdivisions , <br /> Jacobs and Pilkey expressed concerns regarding the <br /> number of driveways with access to West t Ten Road , <br /> Kizer cautioned Board members to distinguish <br /> criticism of the Subdivision Regulations from <br /> criticism of " Legal" subdivisions . He noted that <br /> when the applicant has fulfilled the current <br /> requirements the Board is obligated to give approval <br /> of the subdivision . <br /> d .
