041 <br /> DRAFT PB MINUTES 1-27-86 9 <br /> I . <br /> Motion failed for lack of second . <br /> MOTION : Shanklin moved to recommend approval subject to NCDOT <br /> certification regarding sight distance for the <br /> intersection . Seconded by Kramer . . <br /> Smith informed the Board that NCDOT had been notified <br /> and asked for comment and that many times , when they <br /> see no problems with the sight distances , they do not <br /> comment at all . <br /> Walters expressed concern regarding joint drives for <br /> Lots along West Ten Road . Smith responded that <br /> difficult issues are posed with this type of pre- <br /> existing subdivision and access needs . <br /> Smith asked , in order to avoid consideabte delay , if <br /> NCDOT comment by phone would be acceptable in order <br /> to place this item on February 4, 1986 agenda , if <br /> necessary . <br /> Kizer stated he felt NCDOT comment by phone should be <br /> sufficient . Such an amendment to the motion was <br /> accepted and seconded . <br /> VOTE : 5 in favor . <br /> 3 opposed [Jacobs , Best , Pilkey) <br /> Best noted that he had concerns regarding building <br /> roads in already existing subdivisions . <br /> Jacobs and Pilkey expressed concerns regarding the <br /> number of driveways with access to West Ten Road . <br /> Kizer cautioned Board members to distinguish <br /> criticism of the Subdivision Regulations from <br /> criticism of " legal" subdivisions . He noted that <br /> when the applicant has fulfilled the current <br /> requirements the Board is obligated to give approval <br /> of the subdivision . <br /> d .
