Preparation of cost estimates for proposed construction, and <br /> priority scheduling of development in order to (a) phase <br /> construction to conform to budget constraints, and (b) expedite <br /> development in a. timely fashion. <br /> Compensation to the ENGINEER shall be a lump sum of $8,000.00, <br /> payable upon completion of the above services. <br /> 2. Design Phase <br /> A. Revision of the "Neighborhood Park Scheme" map contained in <br /> the Master Site Plan, showing revision of facilities and <br /> access road locations. <br /> B. Preparation of construction plans and specifications and <br /> contract documents for the construction of improvements <br /> (including all appropriate measures for erosion control) <br /> and al detailed cost estimate. In anticipation that the Project <br /> may, at a later date, receive Land and Water Conservation <br /> Fund (LWCF) funding, all plans, specifications, and contract <br /> documents must abide by and conform to LWCF regulations. <br /> C. Preparation of all North Carolina Department of Transportation <br /> forms required for approval of access from state-maintained <br /> roads. <br /> D. Presentation of plans and specifications for approval from <br /> appropriate regulatory agencies such as North Carolina <br /> Department of Transportation - Division of Highways, North <br /> Carolina Department of Natural Resources and Community <br /> Development (for erosion control); follow-up and obtain all <br /> necessary approvals from the appropriate regulatory agencies. <br /> Compensation to the ENGINEER shall be a lump sum of $10,500.00 <br /> payable 90% upon completion of items A, B, and C above, and 10% <br /> upon completion of item D above. <br /> 3. Construction Phase <br /> A. Assistance in receiving bids for construction, including <br /> preparing legal advertisements, answering contractor's <br /> questions, conducting the bid opening and preparation of a <br /> certified bid tabulation. <br /> B. Agreement to serve as "engineer of record" for the complete <br /> project including bid process phase, construction phase, and <br /> site clean-up phase. <br /> C. Conducting a preconstruction conference. <br /> D. Inspection of construction on regular basis to insure that <br /> construction is performed according to contract specifications; <br /> and conducting final inspection of all park development with <br /> officials of the OWNER. <br />
