It has few off-site impacts. <br /> 5. Based on all of the. above, it is my <br /> recommendation that the Board do the following: <br /> 1. Consider the zoning change application <br /> without regard to the intended use of the applicant. <br /> 2. Consider the zoning change application in the <br /> context of there already being 8 .5 acres of commercial <br /> • property in this activity node with the zoning <br /> ordinance permitting, normally, a maximum of 10 acres. <br /> 3. Direct the staff to correct the improper <br /> zoning designations in this node and any other similar <br /> errors that may exist throughout the County. <br /> • <br /> 4 . Direct the staff to develop a new use which <br /> includes the kind of business in question here and <br /> which has minimal off-site impacts. This new use <br /> should preferrably be a special use with the <br /> application criteria focused on buffers , screening, <br /> site plan review, traffic management and the like. <br /> Included in this staff review should be a <br /> recommendation concerning where this new use/special <br /> use would be permitted. The kind of use in question <br /> certainly is not a "Mom and Pop" operation. However, <br /> its impacts on the neighborhood or area where it is <br /> located are minimal because its activity is confined <br /> within a structure with little comings and goings to <br /> and from that structure. For these reasons, it seems <br /> to me, this use may be one permitted more pervasively <br /> than any other use that's not locally focused. This, <br /> of ',course, is a planning issue and should be addressed <br /> by the planning department and the Planning Board. <br />
