174 <br /> REQUEST FOR PROPOSAL <br /> I. INTRODOCTMON <br /> The Orange County Department of Recreation and Parks is seeking a roposal <br /> for engineering services for the federally-funded development of a 41,45 <br /> acre park, located near Hillsborough, North Carolina. The services snould <br /> result in development plans, drawings, and specifications to be used in <br /> specification writing for future construction. Services will also include <br /> direct supervision of this construction, expected to be completed by May <br /> 1987. <br /> A Master Site Plan, devised in September 1983, will be used as the basis <br /> of the development plan. This Master Plan is available for viewing in the <br /> office of the Director of Recreation and Parks, 300 W. Tryon Street, <br /> Hillsborough, INorth Carolina. Major components to be developed include <br /> one softball field(lighted), one combination soccer/football field, one <br /> picnic shelter, a picnic area, fitness trail, restroom facility, parking <br /> area(s), access roads, tot-lot/play area, and walkways. <br /> A portion of the 41.45 tract was previously utilized as a sanitary landfill. <br /> Surface debriswas removed and rough grading was accomplished in March 1984. <br /> II. SCOPE OF KORN <br /> Generally, the engineering services required are as follows: <br /> - Preparation of cost estimates for proposed construction, and priority <br /> scheduling of development in order to (a) phase construction to conform <br /> to budget constraints, and (b) expedite development in a timely fashion. <br /> - Revision of the "Neighborhood Park Scheme" map contained in the Master <br /> Site Plan, showing revisions of facility and access road locations. <br /> - Preparation of all North Carolina Department of Transportation forms <br /> required for approval of access roads from state-maintained roads. <br /> - Preparation of construction plans and specifications for the construction <br /> of all improvements_ These should include all appropriate measures for <br /> erosion control. <br /> - Preparation Of a topographic map showing existing contours of the 41.45 <br /> acre tract. <br /> - Soil analysis of previous landfill site, utilizing soil borings techniques <br /> to determine soil conditions with recommendations concerning reclamation <br /> procedures to render area ready for future ballfield facility development. <br /> -- As-built drawings showing location of all constructed facilities, utility <br /> lines, access roads, easements, etc. <br /> - Agreement tolserve as "engineer of record" for the complete project, <br /> including bid process phase, construction phase, and site clean-up phase. <br /> - Conduct a preconstruction conference_ <br />
