All apnlicati.ons involving land development activities <br /> including rezoning requostn, land use plan amendments, <br /> special use permits, planned developments, ordinance <br /> amendments, variance requests, etc will be submitted to the <br /> Orange County Planning Department. <br /> S. Copies of each application will be submitted to the <br /> respective Town for staff review in accordance with <br /> established application requirements and review schedules in <br /> the jurisdiction. Orange County will establish review <br /> schedules which accomodate other review schedules. <br /> C. Tne Orange County Planning Staff will meet with the staff of <br /> the appropriate jurisdiction for the purpose of reviewing the <br /> application and preparing, a "joint" staff report on the <br /> request. The joint staff report shall include the report of <br /> the County or Town Manager at the Manager's request. The <br /> joint staff report shall also be prepared on the basis of the <br /> applicable Town's development ordinance which, in the case of <br /> Chapel Hill, includes both zoning and subdivision <br /> regulations, as well as, by reference, the Design Manual and <br /> the Standard Engineering Specifications. In the case of . <br /> Carrboro, the development ordinance is the Land Use Ordinance <br /> of that municipality, including all appendices related <br /> thereto. <br /> In preparing the joint staff report, the Orange County <br /> Planning Staff and the staff of the appropriate jurisdiction <br /> shall provide recommendations which are uniform and <br /> consistent to the end that contradictory and/or inconsistent <br /> conditions of approval are avoided. <br /> D. Orange County will assure the responsibility for notification <br /> of surrounding property owners, posting the property and <br /> +advertising the request in accordance with State law and <br /> ordinance requirements. <br /> B. The respective Town staffs will be responsible for <br /> distributing board agendas and presenting the "joint" report <br /> to the appropriate Town boards. <br /> F. When appropriate, the Planning Board of the respective <br /> jurisdictions shall review the application and prepare a <br /> recommendation for presentation at the public hearing. <br /> G. Orange County will assume responsibility for preparation of <br /> and distribution of public hearing agendas to the appropriate <br /> County board(s) and the appropriate Town board(s) . <br /> B. Quarterly public hearings will be held on the second Tuesday <br /> of each month during the months of December, larch, June and <br /> September at the Chapel Hill High School Auditorium or at a <br /> site mutually agreed upon should that facility not be <br />
