• <br /> 16 <br /> APPROVED ORANGE COUNTY <br /> BOARD OF COMMISSIONERS 8/6/84 fJ)ECEIvE <br /> JOINT PLANNING AGREEMENT <br /> THIS AGREEMENT, made and entered into this day of <br /> , 1984, by and between and among.'the COUNTY OF ORANGE, <br /> a po rlrl ieal s bdivision of the State of North Carolina, THE TOWN OF <br /> CHAPEL HILL, and TOWN OF CARRBORO, municipal corporations duly <br /> created and existing under the laws of North Carolina. <br /> WI TNESSETH: <br /> In consideration of the public benefits expected to flow from the <br /> cooperative efforts of the Governmental Units as the result of the <br /> establishment of coordinated and comprehensive planning within their <br /> respectivel, areas of public concern, the parties of this Agreement hereby- <br /> mutually agree as follows: <br /> ARTICLE 1. PURPOSE, DEFINITIOlwS, EFFECTIVE DATE <br /> Section 1.1 Purpose of the Agreement. <br /> The purpose of this agreement is to establish a method of <br /> coordinated and comprehensive planning in the Orange County Chapel <br /> Hill - Carrboro Joint Planning Area, as defined herein. <br /> Section 2. Definition of Joint Planning Area. <br /> A. The term "joint planning area" as used in this agreement <br /> refers to that area lying outside the extraterritorial planning <br /> jurisdictions of Carrboro and Chapel Hill but within the joint planning <br /> `boundary designated on the map attached to this agreement as Exhibit A <br /> and incorporated herein. The term also refers to the area shown on <br /> modifications of Exhibit A if the joint planning area boundary is <br /> amended. <br /> B. Exhibit A shows a line running from north to south that <br /> divides the joint planning area into a western segment, where Carrboro's <br /> interests are paramount, and an eastern segment, where Chapel Hill's <br /> interests are paramount. These two areas are referred to throughout the <br /> remainders' of this agreement as the Carrboro Side and the Chapel Hill <br /> Side, respectively. <br /> C. The terms "ten-year transition zone" and "twenty-year <br /> transition zone" refer to those areas so designated on Exhibit A and as <br /> the same may be amended. <br />
