As the population has <br /> increased and service needs have undergone major changes, the role <br /> of county government has evolved to address those demands. Orange <br /> County is responsive to the needs of the citizenry. We recognize <br /> that the progress achieved and the challenges ahead, will continue <br /> to b'e met through a cooperative effort. Therefore, we propose to <br /> utilize "County Government Week" as an opportunity to recognize and <br /> express appreciation for the valuable contributions of volunteers <br /> in Orange County. Often, such persons do not think of themselves <br /> as Volunteers, but as citizens - citizens in the fullest sense: <br /> partners in the progress of Orange County government.
