I
ORANGE COTIM'Y
BOARD OF OCHNISSIONFIZS Action Agenda
ACTION ACEMA fl.TM -A11:7..;TRACT Item Tzo.
• eetincj Date; FT:DRUAPY ?. 1986
Ramer: sTATLI OF MIN-run FK)USING CrOB 12RFOrCEM1- .I.' During the discussion which questioned the number
of corvlaints (12) received: the Board requested staff to
research/onalye the limited sum of housing complaint referrals
fm other agencies.
To ,.ascertair. whethex the nwber of referrals contributed to the
low number of housing complaints. staff coni-acted human service
agencies that supported adoption of the code. Comments received
frOm these agencies reveal the lack of a data base on how many
rental units are substandard and the fact that few tenants have
been referred from the agencies and individuals which previously
adMccated for the code's adoption. Another problem appears to
be the lack of citizen education about the code. The general
public and agencies are insufficiently educated about specific
prOvisions of the code and the enforcellent procedure which
relpires the lodging of complaints to trigger enforcei.ent
action.
IMPACT: The establishment and implementation of an outreach program
shou3d increase the filing of housing complaints.
:RECOTTPI,DAria014(E) :
AuthoL-ize staff to investigate End report on the feasibility of
using Section C surplus funds to mount an outreach programto
increase citizen av:areness, of the remedies available to overcome
subStandard condition .
