'-•--__ - .-•_y..-.. tii ter_-.-..r Yir_ _ _ <br /> PROBLEM/CONCERN: <br /> In Orange County, the most critical goal at any emergency scene; fire, hostage, <br /> highway accident, hazardous spills, etc, is to provide for the safety of the <br /> emergency personnel.' Numerous examples can be given to describe- tragic accidents that <br /> have occurred to emergency personnel while working at an emergency scene. Y <br /> Another major goal during emergency situations is to provide support to the <br /> emergency agencies. This includes manpower, equipment and resources that may be <br /> needed to manage an emergency incident smoothly and effectively. <br /> - <br /> Also, the prehospital care of trauma victims in Orange County has advanced greatl <br /> • The emergency personnel are trained to perform sophisticated medical procedures such a= <br /> volume replacement and advanced cardiac life support in the field. The emergency personnel <br /> who have functioned in the field have been impressed with the difficulty of controllin! the <br /> emergency scene so that this patient care can proceed as it is expected to. - <br /> I <br /> The necessity to gain and maintain control of the emergency scene is becoming <br /> recognized. We realize that the safety of emergency personnel at an emergency scene <br /> cannot be assured unless there is a system for management at the scene of an emergency - <br /> Neither can adequate support be provided to the emergency agencies unless there is an <br /> incident management program to coordinate activities so that. personnel, equipment and - <br /> resources are used as efficiently as possible. This requires the development of a <br /> plan or strategy, and the deployment of people and equipment -according to that plan. <br /> • <br /> I _ <br /> SOLUTION: <br /> Orange County has developed and is using a simple incident management scheme. <br /> It is designed to !Del used by all of the emergency agencies in the county to provide <br /> the control and management in the field that is recognized to be the cruial first step <br /> in determining the eventual outcome of emergency situations. <br /> The Orange County incident management system is based upon a set of standard • <br /> operating procedures used by essentially all of the emergency agencies in the county. <br /> (see attachment) . The standard operating procedures outline the following basic <br /> component of the system: <br /> (1) At every incident where more than one agency responds, the first arriving unit <br /> is responsible for establishing command. Command, obviously, may then be transferred <br /> up a chain of command as appropriate. However, the designation of command implies tha <br /> throughout the emergency, the functions of management will be focused on one individua' . <br /> (2) The system further provides that the function of this management program is to <br /> provide for 1. security, 2. staging, 3. strategy, 4. sectors and 5. support. The <br /> provision of support in the management system involves supply, communications,. <br /> public relations and other elements that may he needed as resources to manage an <br /> emergency incident smoothly and efficiently. <br />
