121 <br /> County Role: <br /> According to the Orange County Ordinance creating the Department of Recreation <br /> and Parks, the Department shall have "complete, active supervision of the structures, <br /> areas and all activities conducted on or connected with the parks, playgrounds, <br /> water areas, athletic fields, recreation centers, and other recreation facilities <br /> which are provided," and "shall have the power to conduct any wholesome form of <br /> recreation or cultural activity on or about these premises." The resolution <br /> creating the Department on Aging similarly states that the agency "shall be <br /> responsible for the management of county facilities that serve as senior centers, <br /> and shall be responsible for providing services that are appropriate." It is <br /> clear that each department received a similar change in service provision from the <br /> County. <br /> Through the support of the County in the form of budget appropriations, staf- <br /> fing, and the continued support of County Commissioners as. Commission liaison <br /> members to each department, the committment to the cooperative provision of leisure <br /> services to older adults will continue. <br /> Costs: <br /> Each department operates:an annual budget that is far too complex to break down <br /> to show expenditures involved in leisure service delivery to older adults. In fact, <br /> the beauty and advantage of cooperative sponsorship in leisure programming provides <br /> more efficient service with little or no impact on the respective department's <br /> budget.
