I PROGRAM SU RY
The Orange County, North Carolina Recreation and Parks Department provides leisure
opportunities for a county population of approximately 80,000. The annual departmental
service budget is currently $317,000 which includes salaries, facility maintenance,
supplies, etc. The department has eight full-time employees, several permanent part-time
employees, contracted service personnel, and seasonal workers. The department is charged
with the provision of wholesome leisure activities to all age groups in the county.
The Department has sponsored many activities of a recreational nature to the county's
older adult population since the creation of the agency in 1975. Many of these programs
and activities were co-sponsored with the Council on Aging of Orange County which became
a line department in 1980. The Department of Recreation and Parks and the Department on
Aging increased the number of cooperative programs offered in 1980, but the planning was
done on an ad-hoc basis, usually revolving around special seasonal events.
Beginning in March 1984, the departments renewed the efforts to comprehensively plan
recreational activities for older adults in Orange County. A regular meeting schedule
was established with planning evolving in quarterly phases. The quarterly activity plan
encompasses activities such as trips and excursions, senior aerobics, holiday events, club
activities, and craft classes. Responsibilities are divided equally and determined by
the availability of each resource per department. For example, in the provision of a
local trip, the Department on Aging provides transportation and registration, and the
Department of Recreation and Parks provides the escort and driver. Division of
responsibility varies from case to case.
The enclosed application details the cooperative effort. The program is simple,
but it often seems that the simple tasks are the ones that are left undone.
