4 <br /> I <br /> COUNTY_.ROLE.. <br /> Orange County took a lead role in establishing the EDC, and the <br /> December 1982 Resolution was passed following a year of detailed and <br /> wide—ranging discussions with the Chapel HiLL/Carrboro Chamber of <br /> Commerce and the municipalities. While each of the participating <br /> organizations has its own special concerns, and people accustomed to <br /> taking a role in the area of economic development, all recognized the <br /> importance and the need for a county—wide effort, with County <br /> leadership. <br /> In addition to providing leadership in establishing the EDC, and <br /> appointing its members, the County approves the EDC's annual budget , <br /> provides the largest share of the funding, and provides administra— <br /> tive services. The appointment of Director was delegated to the <br /> County Manager and the Chairman of the EDC, who jointly share <br /> administrative management supervision and. responsibility over the <br /> Director. For the first year the County provided accomodetion in a <br /> County—owned building, with maintenance, heat and light , without <br /> charging rent. The Director is recognized as a Department Head on <br /> the County staff, which ensures ready access for the Director to <br /> other Department Heeds for consultation, Liaison, and assistance. <br /> For example, the Planning Department has assisted with site planning <br /> and map work. Other departments which provide regular assistance are <br /> the Tax Office, Land Records , Register of Deeds, Data Processing , <br /> Sanitation, and Clerk to the Board of County Corumissicners.
