First, a method was needed to address the problems of <br /> underemp,lcyment, uneven and narrow tax base, and uneven geographic <br /> distribution of jobs. Second, the County was experiencing signifi-- <br /> . cant gre th pressures, particularly for residential development, and <br /> a method was needed to stimulate economic development that served the <br /> public interest in its type, Location, balance and timing. <br /> Economic development is properly a county—wide concern, and <br /> requires a mechanism to ensure coordinatior , cont;iruous represents— <br /> tion and funding, but in 1982 the focus on economic development was <br /> mininiel,l'luncoordinated and intermittent: neither the County nor any <br /> of its four towns had a policy, strategy, staff, or budget items for <br /> econornicl development, though some efforts had been tried by individ— <br /> ual towns and the Chambers: <br /> I ' <br /> A. Carrboro had funded and staffed an effort in 1S , but it <br /> was moribund by 19__. <br /> B. In Hillsborough the former Mayer played an ad hoc role based <br /> on personal contacts . <br />
