04E <br /> The Board of Commissioners, concerned with the telephone <br /> service in Orange County were prompted to form a task force <br /> on December 2. 1985 to investigate various problems and areas <br /> of needed improvement in phone service. <br /> Orange County is bounded by four telephone companies► <br /> which in the absence of extended area service requires toll <br /> calls between districts. With current and projected growth. <br /> the County Commissioners recognize a need for all citizens to <br /> be encompassed in one toll free service area, to the extent <br /> that service can be made available of a feasible and economi- <br /> cal basis. Therefore, a task force was formed to explore the <br /> possibility of extended area service. The charge to the task <br /> force is as follows: <br /> 1. Assess community interest in the extended area <br /> service, heretofore referred to as EAS. Also in <br /> those service areas where it is not currently <br /> available. to report any community interest for <br /> alternative long distance services. (MCI, Sprint. <br /> etc.) <br /> 2. Through assessment information. determine possible <br /> configurations for the extended areas of service. <br /> 3. Obtain updated potential monthly cost and likewise <br /> anticipated monthly savings for both residential <br /> and commercial subscribers, on a per customer. per <br /> month. per exchange basis. <br /> 4. Based on the foregoing findings, make recomnenda- <br /> tions within one hundred twenty (120) days follow- <br /> ing appointment as to whether the County should <br /> pursue the EAS and if so for what areas and on what <br /> basis. <br /> If the Board of Commissioners concur. the task <br /> force will be asked to do such further work as <br /> encompassed in items 5► 6 and 7. <br /> 5. In the case of a subscriber vote. the task force <br /> shall prepare the wording for the proposed ballot <br /> indicating the cost but stressing the benefits EAS <br /> would provide each user. <br /> 6. The task force will serve as the vehicle to esta- <br /> blish and distribute information deemed necessary <br /> for education of the public concerning EAS. <br /> 7. If a favorable subscriber vote for the EAS is <br /> returned► the task force would serve as a monitor, <br /> giving periodical progress reports on EAS imple- <br /> mentation to the Board of Commissioners. <br />
