Chapel Hill 967-9251 <br /> Durham 688-7331 <br /> Mebane 227-2031 <br /> PURPOSE: To consider a request by the Town Council of the <br /> Town of Chapel Hill that the Orange County Board <br /> of Commissioners grant to the Town <br /> extraterritorial planning Jurisdiction for an <br /> area of the County three (3) miles from the <br /> corporate limits of the Town . <br /> NEED: The Town Council of the Town of Chapel Hill <br /> adopted a resolution (86-1-13/R-8) on January 13 , <br /> 1986 requesting that the Orange County Board of <br /> Commissioners grant to the Town extraterritorial <br /> planning jurisdiction for an area of the County <br /> three (3) miles from the corporate limits of the <br /> Town [see attached map) . The Town cited as <br /> reasons for the request : (1 ) frequent <br /> annexations within the area ; (2) the fact that <br /> representatives of the Chapel Hill Planning Board <br /> and Board of Adjustment (and appointed by the <br /> Board of Commissioners) reside in areas outside <br /> the corporate limits ; and (3) the fact that the <br /> development , appearance and character of areas <br /> outside the Town limits affect the natural <br /> environment and overall quality of life in the <br /> Town . <br /> General Statute 160A-360 contains those <br /> provisions which govern the granting and exercise <br /> of extraterritorial jurisdiction by a <br /> municipality . A summary of the provisions is as <br /> follows : <br /> 1 . A city with a population of 25 ,000 or more <br />
