Carrboro areas. 3 <br /> Mayor Wallace indicated that no one has been disinfranchiced <br /> because of the benefits that citizens have received from Chapel Hill. He <br /> asked that the Board of Commissioners give Chapel Hill a favor by <br /> granting this request. <br /> Commissioner Marshall referred to the General Statutes 153A <br /> and noted that this chapter has changed the relationship between <br /> municipalities and Counties greatly and only allows the County not to <br /> grant extraterritorial jurisdiction in accordance with the reasons as <br /> stated in that Statute. <br /> Commissioner Carey assured Mayor Wallace that whatever <br /> decision the Board makes will not be made lightly. He encouraged the <br /> Board to make a decision tonight so that the procedures for Joint <br /> Planning can proceed without delay. <br /> Commissioner Lloyd stated that the Board has put long hours <br /> into Joint Planning which he supports. He expressed surprise at the <br /> request from Chapel Hill since it was his understanding that they <br /> supported Joint Planning. He objected to the item being placed on the <br /> agenda for decision without further discussion. While he does not <br /> support the request for three miles he would like further discussion on <br /> the item. <br /> Commissioner Walker commented that the Joint Planning would be <br /> more desirable in the area now proposed but that apparently, as <br /> indicated in the resolution, Mayor Wallace and the entire Town Council <br /> desires something other than Joint Planning. He expressed a need for <br /> further details from Chapel Hill and discussion between the Board <br /> members before a decision is made. <br /> Chair Willhoit asked that if the item is tabled that the <br /> motion to table outline the additional information or process needed so <br /> that a decision may be made in the near future. <br /> Commissioner Marshall pointed out that if the rural buffer is <br /> not going to be maintained between Hillsborough and Chapel Hill that any <br /> process would need to involve the Town of Hillsborough and Durham City <br /> for maximum effectiveness. <br /> Chair Willhoit pointed out that after the Joint Planning <br /> Agreement is finalized that the growth areas will be reviewed and <br /> adjustments, if necessary, made in the extraterritorial jurisdiction. <br /> Any discussion on moving the line would be at the completion of the <br /> development and adoption of the land use plan. <br /> Chair Willhoit suggested that the Joint Planning process be <br /> continued and that further discussion on the review of the <br /> extraterritorial line take place when the County is further along with <br /> the land use plan and adoption of the land use plan. <br /> Motion was made by Commissioner Lloyd, seconded by <br /> Commissioner Walker to table any action on the request from Chapel Hill <br /> and to establish', some dialogue with the Town Board and Mayor of Chapel <br /> Hill to clarify the request and reach an acceptable decision. <br /> VOTE: AYES, 4; NOES, 1 (Chair Willhoit) . <br /> Commissioner Lloyd pledged his continued support of Joint <br /> Planning. <br /> Adriano Marcuz, resident of the rural area on the north side <br /> of Chapel Hill, stated in response to the proposal that he would like to <br /> see the joint effort continued and sees no gain for Chapel Hill from <br /> this proposal. <br /> Scott McClintock, resident in the three mile area under <br /> consideration, asked Mayor Wallace to expand on what would be done with <br />
