Columbia Street <br /> Chapel Hill , N.C. 27514 <br /> Dear Don and Jimmy: <br /> The Carrboro Board of Aldermen has requested that I write <br /> each of you and express our very serious concern that <br /> Carrboro is apparently being excluded from the Joint planning <br /> process and our insistence that Carrboro be a full partici - <br /> pant in any discussions and decisions affecting the future <br /> growth and development of the western portion of the <br /> Carrboro-Chapel Hill urbanized area . <br /> On November 22, 1983, the Board of Aldermen unanimously <br /> endorsed the joint planning agreement in principle and <br /> instructed the staff to work with Chapel Hill and Orange <br /> County to revise the agreement so that it would be <br /> administered effectively. After several meetings and <br /> numerous drafts, Carrboro still could not reach agreement <br /> with Orange County and Chapel Hill on a system of administra- <br /> tion thatlCarrboro believed would work fairly and would not <br /> prove unreasonably cumbersome. Finally, at a joint meeting <br /> between the Carrboro Board of Aldermen and the Orange County <br /> Commissioners in May 16, 1984, it was mutually concluded that <br /> further deliberations would be postponed until agreement was <br /> reached on a land use plan and zoning map for the joint <br /> planning area . The thinking was if Carrboro and Orange <br /> County could agree on the major issues---what land uses should <br /> go where and what residential densities should be permitted <br /> in what locations-- it would be much easier to resolve the <br /> issue of who should process permit applications . <br /> Until recently, the Carrboro staff was fully involved in the <br /> preparation of the land use plan for the joint planning area . <br /> However, recent events have persuaded us that the under- <br /> standing reached at the May 16, 1984 meeting has been <br /> forgotten . Needless to say, Carrboro 's future growth cannot <br /> be planned without our participation, and therefore the <br /> 1 <br /> 1 <br />
