Three Land Use Pians : A Land Use Plan is being <br /> prepared for the Joint Planning Area , along with <br /> Land use plans for Chapel Hi L L and Carrboro and <br /> their planning jurisdictions . Conceptual <br /> alternatives have been prepared for the entire <br /> area ; however , details at this point are for the <br /> Joint Planning Area only . <br /> B . ChgLcgL-„H-i Lj Carrboro Component-r,, of _JPA: What <br /> Chapel HILL , Carrboro and Orange County will be <br /> asked to jointly approve is a plan for the entire <br /> JPA , exclusive of Chapel Hill and Carrboro <br /> components . <br /> C. S P n : What is being presented on January <br /> 14 is a preliminary draft . The objective now is <br /> not to take action , but to solicit preliminary <br /> reactions and place issues "on the table" for <br /> discussion . <br /> D . Next Steps : It is recommended that the Draft Land <br /> Use Plan be referred back to the Chapel Hill and <br /> Carrboro and Orange County Planning Boards for <br /> further consideration and refinement ; then bring <br /> the Plan back to Joint Public Hearing before the <br /> governing boards in March . Target for action : <br /> April . <br /> II . Issues of Substance <br /> A . Kgaigioal Services Boundary,: Illustrated in terms <br /> of conceptual alternatives, this is the starting <br /> point in drawing the Land use map . Assumptions at <br /> this point become critical in Later phases . <br /> B . Transit,ioD Areas and__Ruril Buffer: The manner in <br /> which development is regulated ( and regulated <br /> differently) in these two types of areas is key . <br /> C . U i r it e W rs-h.ed: Should/can this water <br /> supply watershed be protected from development? <br /> D. I-40/New Hope Interchange,: Should plans incorpor- <br /> ate development activity here , or not? <br /> 76 <br />
