Plan includes a text and maps which list goals and objectives and <br /> describe the overall plan for the county . For each of the seven, <br /> townships , specific goals or "organizing concepts" are also listed . <br /> Citizens all over the county participated in the formulation of the <br /> county wide goals , while citizens of Orange County ' s planning <br /> jurisdiction in Chapel Hill Township gave their opinions concerning <br /> township goals . <br /> Orange County adopted a new land use plan and zoning ordinance in <br /> September 1981 , while Chapel Hill adopted a new development ordinance in <br /> May 1981 . [Chapel Hill ' s Land use plan was adopted in 1977 . ) <br /> Carrboro ' s land use plan was also adopted in 1977 , while it ' s <br /> development ordinance was initially adopted in August of 1980 . The <br /> ordinances of ell three jurisdictions cover similar topics and have <br /> similar complexity . <br /> What is new about the joint planning procedureis that Orange <br /> County , Carrboro , end Chapel Hill will be cooperating in the development <br /> of a plan for an area which , until the signing of the Joint Planning <br /> Agreement , was a section of county ' s planning jurisdiction Lying just <br /> outside the towns ' planning areas . One reason for involving all three <br /> jurisdictions is to insure that the area just outside the towns develops <br /> in a manner compatible with town standards so that the area will be in <br /> good shape for the extenion of services and annexation . It also <br /> recognizes that the citizens right outside of the towns utilize some <br /> town services now . A final reason for involving the three jurisdictions, <br /> rather than allowing Chapel Hill and Carrboro further extraterritorial <br /> planning jurisdiction , is that the citizens of an extraterritorial area <br /> right outisde the towns cannot vote for the governing boards , and <br /> therefore are not able to vote for those who control the land use <br /> planning for their homes and Land . It is the intent of joint planning <br /> to allow Chapel Hi L L and Carrboro some control over development in the <br /> transition areas near the town (areas in transition from rural to urban <br /> uses) while retaiing some control by the County Commissioners over these <br /> areas since the Commissioners are the only officials for whom county <br /> citizens can vote . <br /> OUTLINE OF THE JOINT PLANNING PROCESS FOR THE LAND USE PLAN <br /> In August of 1985, the Planning Board Chairs for Chapel Hill and <br /> Carrboro met and agreed on an outline for the joint planning process . <br /> The outline , as revised in September, includes the major elements given <br /> below. <br /> I . Plan Development [Background Data) <br /> The following outline includes the four major elements of the <br /> Land Use Plan development phase , along with the important categories of <br /> information to be included with each element . In addition , for each <br /> plan element there will be a section which lists the background <br /> information pertaining to current status [and projected status where <br /> appropriate) for that element , followed by a second section which lists <br /> policy issues to be resolved .
