I <br /> r <br /> Development should be characterized by spacious and well <br /> landscaped -settings with emphasis on aesthetic and environmental <br /> considerations :I <br /> Three major) Locations of Light industrial development <br /> have been depicted on the Land Use Plan . These areas include the <br /> following : 1 <br /> 1 . Intersection of Interstate 40 and New Hope Church Road ; <br /> 2. Intersection of Interstate 40 and N .C . Highway 86 ; and <br /> 3 . Interselction of existing Homestead Road end the proposed <br /> realignment of Homestead Road east of Ca [vender . <br /> These areas were selected as suitable locations for <br /> light industrial uses for several reasons . First , - the natural <br /> features existing in the areas were conducive to that type of <br /> development — flat slopes , stable soils and clear of vegetation . <br /> One of the sites (I-40/NC 86) is also situated adjacent to the <br /> landfill , a necessary use but one which presents obstacles in <br /> planning for future land uses . Although not entirely appropriate <br /> for an industrial park setting , such a use is more suited <br /> adjacent to a landfill than Low—density residential areas . <br /> Second , two of the three sites are adjacent to <br /> or have excellent access to Interstate 40 . A freeway such as <br /> I-40 offers advantages to industrial parks in terms of transport <br /> savings , an expanded Labor market and and expanded market area . <br /> One of the sites (I-40/NC 86 ) also has access to rail service <br /> by—way—of a spur track extending from the main line near 1-65 to <br /> Chapel Hi lL/Carrboro . <br /> A third reason for the site selection is community <br /> attitude . This is particularly true with respect to the <br /> Homestead Road center . Carrboro has indicated a desire to have <br /> an industrial perk within its jurisdiction and is so removed from <br /> the Interstate 40 corridor that the convergence of major <br /> thoroughfares north of the current developed area was thought to <br /> be an appropriate setting . <br /> The amount of land designated Light Industrial on the <br /> Land Use PLanl amounts to 432 acres . This is equivalent to <br /> approximately 11 .5 acres per 1 , 000 population , based on a <br /> projected hoLdling capacity of 37 ,380 persons in the Joint <br /> Planning Area . It is significantly higher than the current ratio <br /> of 1 .0/1 , 000 for the entire area , including Chapel Hi lL and <br /> Carrboro , but is in line with a genera l rule of thumb that there <br /> be 12 acres per 1 , 000 population for all industry . <br /> Two of the three Light Industrial areas have been designated <br /> in Transition Areas where public uti li ti es and services would be <br /> available . Thllese include the site at the Interstate 40/N .C. <br /> Highway 86 Intlerchange and the site along Homestead Road . The <br /> third site , at Interstate 40 and New Hope Church Road would be a <br /> 1 79 <br />
