Following the November Public Information Meeting , <br /> four alternative strategy maps were prepared which illustrated <br /> various development scenarios for the Joint Planning Area . The <br /> four maps sought to identify those areas which would be <br /> classified as urban , transition , and rural buffer without <br /> identifying specific 10 and 20—year growth areas . The four maps <br /> are reproduced in sketch form on the following pages . The basic <br /> premise governing each alternative is listed below. <br /> Alternative A — "A" Limits growth or the transition areas <br /> to the Bolin Creek and Morgan Creek drainage <br /> basins where development can be served with <br /> gravity flow sewer lines . <br /> Alternative B — "8" allows some further development beyond <br /> the Bolin and Morgan Creek basins but uses <br /> I-40 as the growth Limit line to the <br /> northeast and permits development to occur <br /> at the I-40/NC 88 interchange . <br /> Alternative C — "C" uses Duke Forest , drainage tributaries <br /> and the Bolin Creek basin as the dividing <br /> Line between rural buffer and transition <br /> areas . <br /> Alternative 0 ' —. "D" places no limit on transition areas other <br /> than the northern boundary of the Joint <br /> Planning Area . <br /> In each alternative, University Lake Watershed was <br /> retained in its rural buffer classification . Furthermore , the <br /> area south of Chapel Hill (Southern Triangle] was retained as <br /> rural buffer . Some adjustment was made in the "Triangle" to <br /> follow the Morgan Creek basin Line . <br /> For each alternative, population projections were prepared <br /> using an average density of 4.5 persons per acre for transition <br /> areas and one unit per two acres for rural buffer areas . Based <br /> on these figures , the following population estimates were <br /> derived: <br /> A — 102, 200 <br /> B — 104,800 <br /> C — 114,500 <br /> 0 — 173 ,400 <br /> By way of comparison , population projections prepared <br /> by the Chapel Hill Planning Department indicated a range of <br /> estimates for Chapel Hill Township (Joint Planning Area] from <br /> 86 ,000 to 120 ,000 . <br /> Following the preparation of the alternative strategy <br /> maps, they were presented to the Chapel Hill Township Advisory <br /> Council and the Orange County Planning Board to decide which <br />
