SUMMARY OF INFORMATION ON JOINT PLANNING <br /> DESCRIPTION OF THE JOINT PLANNING AGREEMENT <br /> The Joint Planning Area is an area outside the extraterritorial <br /> planning jurisdictions of the Towns of Chapel Hill and Carrboro , but <br /> within the Joint Planning Area boundary as shown on the Orange County <br /> map entitled "Land Use Plan ." The Joint Planning Agreement includes the <br /> following provisions : <br /> (1 ) Initial use of Orange County j.and usp plan and devplo men <br /> standards . The Orange County Land use plan , zoning ordinance , and <br /> subdivision ordinance shall remain in effect in the entire joint <br /> planning area until amended as described in the agreement . <br /> ( 2) Cooperative deveLopment of a Land use plan _and zoning melP <br /> Orange County and Chapel Hi L L shall develop a land use plan and zoning <br /> map to be applicable in the ten and twenty year transition zones shown <br /> on the county Land Use Plan map . <br /> (3) Adoption of n • e e -nt st =nda n t e t =ns tion areas . <br /> Upon completion of the Land use plan and zoning map , Orange County is to <br /> adopt , on the Chapel Hill side of the joint planning area located within <br /> the ten and twenty year transition zones , that portion of the land use <br /> plan , zoning map and the development standards of the Chapel Hill <br /> development ordinance which shall be applicable to the Chapel Hi L L side. <br /> (4) Other Provisions of the aqLssmval.4. There will be a courtesy <br /> review process in the rural buffer zones of the joint planning area and <br /> in the extraterritorial zoning jurisdiction of the Town . Other <br /> portions of the agreement address such things as the administration of <br /> the agreement , including the handling of development proposals in the <br /> ten and twenty year transition zones, and the procedure for amending the <br /> agreement . For example , the agreement specifies a joint approval <br /> process for development proposals in the transition zones , which means <br /> that both the County Commissioners and the Town Council must approve or <br /> deny projects in those transition areas . <br /> Though not a formal party to the Joint Planning Agreement , the Town <br /> of Carrboro expressed its desire to be involved in the preparation of <br /> the Land Use Plan and Zoning Map . The Town also expressed an interest <br /> in becoming a party to the agreement upon adoption of the Land Use Plan , <br /> Zoning Map and development standards . <br /> On the following pages more details are given about each of the <br /> first three provisions of the agreement which are specified above . <br /> ORANGE COUNTY LAND USE PLAN AND DEVELOPMENT STANDARDS <br /> Orange County contains seven townships , including Chapel Hill <br /> Township which Lies in the southeastern portion of the county .
