The "infill" of existing urban <br /> areas is the guiding principle upon which the Chapel Hill <br /> Township Plan is based . "Infill" development of suitable <br /> vacant Land within the Towns at existing or projected <br /> densities , llas set forth in the Towns ' 1977 Land Use Plans <br /> should be encouraged . (The Chapel HiLL Township Land Use <br /> Plan will be based on the assumption that development at a <br /> level of 75% infill will occur during the period 1980--2000 . <br /> The infiLL goal , however, will remain at 100% infill and all <br /> relevant polLicias will be directed toward achieving a maximum <br /> infill) .
