` II <br /> Chatham County , and a major retirement community has been <br /> planned on the Orange/Chatham line . We can expect to see <br /> increased development activity in northern Chatham , <br /> especially residential development with a Chapel <br /> Hill/Carrboro orientation . <br /> Duke Forest,: At present , growth to the north of Chapel Hill <br /> and Carrboro faces an eventual barrier : 3600 acres of Duke <br /> Forest land . These major tracts represent both an <br /> opportunity and a threat . For supporters of the concept of a <br /> "rural buffer" around Chapel Hill/Carrboro , Duke Forest <br /> presents an opportunity to be the core of such a buffer , a <br /> physical limit to growth ; the threat is that the property <br /> will not remain in its present ownership . For those favoring <br /> development, the prospect of developing Duke Forest lands is <br /> an attractilve one . <br /> Jordan Lake: The construction of Jordan and Falls Lakes have <br /> added majors amenities to the recreation—poor Triangle Area . <br /> As such these Lakes have enhanced the attractiveness of the <br /> Triangle apes , and will serve as "development magnets , " <br /> attracting growth . For Chapel Hill , Jordan Lake presents <br /> both an amenity , and a barrier to growth on the southeast <br /> side of Town . <br /> Drainage asins : Last is the subject of basins , and <br /> limitations', on extension of water and sewer service . This <br /> issue. .is discussed in more detail elsewhere . In summary , <br /> natural topography renders extension of sewer service to the <br /> west , into the University Lake watershed . The most likely <br /> areas for extension are south , northwest , and east . <br /> INITIAL LIST OF PRINCIPLES <br /> The following Operating Principles are a compilation o <br /> P of <br /> guidelines taken from the Chapel HiLL Township section of the <br /> adopted Orange County Land Use Plan IOC) and from the <br /> discussion paper on Land Use Plan Assumptions prepared by the <br /> Chapel Hill Planning Board (CH) . The purpose of this <br /> compilation ' is to provide a starting point for a statement of <br /> the principles which will be used to formulate the Joint <br /> Planning Land Use Plan . Of course each jurisdiction has an <br /> extensive set of Goals and Objectives , but this compilation <br /> utilizes two available smaller lists which seem to identify <br /> some of the important policy issues . <br /> The compilation was done by classifying tha uidelines which <br /> h <br /> appeared in the two documents cited . The Orange County <br /> guidelines deal with Chapel Hill Township rather than the <br /> Joint Planning Area , but in fact the two areas are very <br /> similar (see Orange County Land Use Map) and the guidelines <br /> are therefore instructive . This brief compilation shows a <br /> great deal of similarity in the thinking of the two <br /> jurisdictions , as does a comparison of their stated Goals and <br /> Objectives . <br /> 49 <br />
