I. <br /> INTRODUCTION <br /> Chapel Hill and Orange County have entered into a Joint Planning <br /> Agreement which calls for preparation of a Land Use Plan for the areas <br /> immediately surrounding Chapel Hill , and Carrboro but outside of the <br /> extra-territorial planning jurisdiction of the two towns . Chapel Hill <br /> is also in the process of revising its 1977 Land Use Plan . <br /> These two efforts are being pursued simultaneously , as a Land Use Plan <br /> for Chapel Hill and the Joint Planning Area . The work is being <br /> undertaken by the staffs and Planning Boards of Chapel Hill and Orange <br /> County . Background data has been collected and analyzed as the starting <br /> point for preparation of this plan . Hundreds of pages of text and <br /> tables , along with dozens of maps , have been assembled . Though not a <br /> party to the joint Planning Agreement , Carrboro is also updating its <br /> Land Use Plan . It has also participated in the preparation of the Land <br /> Use Plan . <br /> In an effort to promote public review of this information , and stimulate <br /> public discussion'. about the issues a Public Information meeting was held <br /> on November 13, 1985 . The meeting was structured around four major <br /> headings : <br /> — Natural Environment <br /> Infrastructure and Public Services <br /> — Sociological Characteristics <br /> Joint Planning Operating Principles <br /> The results of the meeting coupled with the background date have been <br /> merged to produce this first draft of the Joint Planning Area Land Use <br /> Plan . <br /> 1 <br />
