All have direct a d <br /> significant impacts on Land use planning . Of the remaining faciliti - s <br /> listed here , most are not items to be considered in preparation of a <br /> land Use Plan . Most are site—specific projects , to be planned as pa t <br /> of the Capital Improvements Program (CIP) , required of new developme t <br /> on a case—by—case basis or addressed in general policy statements . <br /> The exceptions are in the area of public safety , and open space a d <br /> recreation . Response times for police, fire, and emergency medic = l <br /> services are Critical . Given the locations of current faciLitie <br /> significant urban development begins occurring outside the areas if <br /> acceptable response time , major public safety questions arise . Such a <br /> situation currently exists to the south of Chapel Hill , whe e <br /> development is occurring at the outer Limits of the acceptable respon = e <br /> area of existing fire stations . A new fire station south of Chapel Hi L <br /> is an item in the CIP , but construction is years away . The Land U:e <br /> Plan should consider the timing of new development along with the tim =d <br /> expansion of public safety facilities in order to avoid compounding su .h <br /> problem areas . <br /> Both Chapel Hill and Carrboro have active recreation programs and he e <br /> provided a variety concentrated on "programs to date but is <br /> contemplating parks and open space facilities for its residents . Oranse <br /> County has a more active role in the acquisition and development of pa k <br /> facilities . <br /> Recently Chapel Hill has given particular emphasis to the development of <br /> a park system lilnked by a series of greenways . With the presence of <br /> numerous drainage tributaries and environmental constraints ( flood <br /> plains and steep slope areas) adjacent thereto in the Joint Planning <br /> Area , a greenway system connecting neighborhood and community parks <br /> should be incorporated into the Land Use Plan . Such a system woul. <br /> provide the framework for other urban development and insure th <br /> provision and preservation of natural areas for future residents t. <br /> enjoy . <br /> 36 <br />
