The Chapel Hill — Carrboro Thoroughfare Plan describes the basic network <br /> of roads that is intended to serve the urban area . It identifies <br /> existing streets and roads that are to serve as major and minor <br /> thoroughfares , and calls for the construction of new roads to complete <br /> the system . The plan covers an area extending from University Lake o <br /> the west to Farrington Road in Durham County on the east . 1-40 form <br /> the boundary on the north , and Lystra Road in Chatham County is th <br /> southern boundary . Major features of the plan include 1-40 and <br /> circumferential outer loop system which connects existing segments o <br /> Weaver Dairy Road , Homestead Road , Old Fayetteville Road, Parker Road , <br /> and Pope Road . The Land Use Plan will utilize this road network as th <br /> basis of the transportation system serving southeastern Orange County . <br /> The Thoroughfare Plan classifies roads into three general categories : <br /> local streets, collector streets , and thoroughfares . The primary purpos <br /> of local streets is to provide access to adjacent property . Collecto <br /> streets serve both traffic and access purposes . The primary function o <br /> thoroughfares isl traffic movement . <br /> One of the key transportation issues not addressed in the Thoroughfar <br /> Plan is the design of collector streets — those streets that provid <br /> access between developed areas and thoroughfares . When new tracts g <br /> into development, an increasingly common conflict is the desire t <br /> protect existing neighborhoods from increased traffic volumes . Thi <br /> clashes with the'', desire for an integrated , efficient network of road <br /> that link neighboring areas . A collector roads plan will not be <br /> component of this Land Use Plan . Major an <br /> minor thoroughfares that support urban development are State roads <br /> These roads are built , maintained, and improved by the North Carolin <br /> Department of Transportation . The State determines when and wher <br /> improvements will be made . Thus , the local governments involved i <br /> preparation of this Land Use Plan have less control over major roa <br /> improvements than any other public facility . <br /> Another key transportation matter is public transit service .
