, <br /> suggest the following items for your consideration as the draft plan <br /> is finalized: <br /> 1 . Stick to your work schedule. Uncertainty in what might <br /> happen Lessens our ability to function. Our clients are put <br /> off and chilled by the ambiguity regarding the appropriate- <br /> ness <br /> of siting their business in Orange County under the <br /> current plan. <br /> 2. Those nodes intended for commerical, office, institutional <br /> or industrial use should be so designated. Don't leave it <br /> to uncertainty. <br /> 3. Support those nodes by underlying the plan with appropriate <br /> zoning. Too often emotional issues cloud individual <br /> rezoning requests. If it's appropriate now, zone it now, <br /> and protect the County through development standards. <br /> 4. Again, with regard to nodes, a few large nodes would be <br /> preferable to many small nodes. Too often in the past <br /> zoning problems have occurred where someone wishes to expand <br /> a business or locate just outside, the node. Now is the <br /> time to plan, for that eventuality. <br /> 5. The issue of water and sewer service at the nodes needs <br /> careful attention. 90% of our clients have requested or <br /> require these services. Essentially, nodes without such <br /> services are less useful. With a few Large nodes, extension <br /> of water/sewer would be more cost effective. In conjunction <br /> with the LUP, a written plan for extension of these services <br /> is also needed. <br /> 6. We recognize that the concept of dual. planning is needed <br /> where jurisdictional interests overlap. But looking to the <br /> future, there is concern about dual review ofisprojects. <br /> Once development standards are agreed upon, j <br /> interests should have been addressed. One body should then <br /> be responsible for individual project approval. Repetitive <br /> reviews do not help any of the participants in the process. <br /> We ask that you consider these points as you review and enact a <br /> LUP for the Joint Planning Area. The EDC stands ready to serve the <br /> County under the guidelines established by the BOCG in its documents <br /> and ordinances. The LUP is an important document in the functioning <br /> of the EDC and the future of the County. Obviously growth is coming <br /> and will continue to occur. The EDG wishes to help in this process <br /> so that the inevitability of growth and its attendant economic <br /> development is one that has been planned for and managed in a <br /> responsible manner. <br />
