ATTACUMENT "B"I
MEMORANDUM
To: Board of County Commissioners and Orange County Planning Board
Chapel Hill Town Council and Chapel Hill Planning Board
Carrboro Board of Aldermen and Carrboro Planning Board
From: Parker Road/ Laurel Hills Neighborhood Association
Subject: Joint Planning Area Land Use Plan
Date: January 14, 1986
The Board of Directors of the Parker Road/ Laurel Hills
Neighborhood Association met on January 12 to discuss the Draft Joint
Planning Area Land Use Plan which includes our neighborhood located in
the Southern Triangle. The Board fully supports the land use plan for our
area as proposed, and voted unanimously to endorse it.
The Board also unanimously voted to support the joint planning
approach to planning for our area, as opposed to granting extra-territorial
jurisdiction to the Town of Chapel Hill. This cooperative effort allows
voting constituents of both the town and county to have an influence on
land use planning decisions in the area surrounding the town. We feel the
joint planning approach is far superior to the extra-territorial approach
since it has given all concerned parties a chance to participate.
Autonomous jurisdiction for one governing body is just not appropriate.
Therefore, we strongly support continued joint planning because it ensures
that we will be able to vote for the governing officials who make the land
use decisions for our area.
Submitted by .417-13744A--
Paula LaPoint, Secretary
Parker Road/ Laurel Hills Neighborhood Association
