In the resolution passed by the Town <br /> Council last night, it is stated that the development, appearance <br /> and character of the areas outside the Town limits affect the <br /> natural environment and the overall quality of life in the Town <br /> of Chapel Hill. Don't you think the development of those <br /> areas affect the people who live out there, too? <br /> In an extra-territorial area, the town officials make the <br /> planning and zoning decisions even though the citizens cannot <br /> vote for them. Citizens in the extra-territorial area can only <br /> vote for the County Commissioners. Remember that for most <br /> people, their homes and their land are their major investments <br /> in their lifetime. That is why / believe such planning <br /> without representation is in the same moral and ethical <br /> category as taxation without representation. In this <br /> regard, I would only consider the ability to vote for the <br /> governing officials as being adequate representation. <br /> Furthermore, the County has been doing a good job in its <br /> planning and zoning and has been doing its utmost to cooperate <br /> with Chapel Hill. Why should further extra-territorial <br /> jurisdiction be either requested .pc granted? It is <br /> clearly unfair. <br /> In conclusion, let me say that the Town and the County have been <br /> getting along extremely well in the development of this Land <br /> Use Plan. It seems a shame to throw away this mutual good will <br /> and cooperative spirit, when I have yet to see basic <br /> disagreements on the proposals for the use of the land. / urge <br /> y ou to continue the joint planning process. <br /> I hereby request that my statement be inserted verbatim into <br /> the record of this hearing. <br />
