MT/WIDOW nA" <br /> STATEMENT GIVEN AT THE JOiNT PLANNING PUBLIC HEARING <br /> January 14, 1986 <br /> Members of the Governing Boards of Orange County, Chapel Hill, <br /> and Carrboro, and Citizens of the Joint Planning Area <br /> I am Alice Gordon, Chair of the Orange County Planning Board. <br /> Tonight, however, i am speaking to you as a citizen of the Joint <br /> Planning Area who has had the experience of being head of the <br /> Planning Board and one who will soon be just a private citizen <br /> again. <br /> Last July the Town Council and the Commissioners gave to the <br /> ChapetPlanning Board Chair and me the task of guiding the <br /> development of the Joint Planning Area Land Use Plan. Over the <br /> past six months we have worked diligently to that end. I <br /> personally have spent many hours of my time. The representa- <br /> tives of the Orange County and Chapel Hill Planning Boards and <br /> Planning Staffs worked together extremely well, and the extent <br /> of agreement on the goals and objectives as well as on the <br /> implementation of those goals was phenomenal. The result is <br /> the Draft Land Use Plan which you have before you tonight. <br /> This Draft Land Use Plan is a good one. As far as i know, it <br /> contains all the elements requested by both jurisdictions <br /> though of course there are issues left to be resolved. I might <br /> mention that Carrboro has just entered the planning process <br /> recently, and that is why I am not focusing on their <br /> participation. <br /> I urge you to adopt this land use plan, or some reasonable <br /> modification of it which will evolve from this hearing and <br /> additional meetings. The joint planning process has its <br /> frustrations, as does any cooperative endeavor, but it is <br /> infinitely preferable to the alternative, which is <br /> extra-territorial planning jurisdiction for the Town of Chapel <br /> Hill. Al least joint planning allows all interested citizens to be <br /> represented by governing officials for whom they can vote. <br />
