It was asserted that the applicant should have alleged an error to be corrected <br /> by the proposed amendment. <br /> 2. It appeared that there were traffic and environmental impacts (Duke Forest). <br /> that needed to be addressed. I t was asserted that these issues could be more <br /> effectively handled in a Planned Development process. <br /> II <br /> Explanation of Dissenting Votes: <br /> Those who were against approval of the rezonin g felt that the applicant should go <br /> through the Planned Development process.
