The property in question is Located on <br /> the east side of N .C . 86 approximately 1 .2 miles <br /> south of 1-85 . It is known as Lot 5 on Orange <br /> County Tax lap 50 for Hillsborough Township . - <br /> This land use plan amendment request was submitted <br /> to public hearing on November 25, 1985 . <br /> The applicant cites changed or changing conditions <br /> as the reason for the amendment . In support of <br /> this the following non-residential uses along N .C. <br /> 88 south of I-L85 are mentioned : L. A. Downey , <br /> Surety Storage, Keith 's Heating and Air Condition <br /> ing , Woods Brothers, and Kiddie Quarters <br /> Playschool . The applicant feels that ". . . .this <br /> property will be put to its highest and best use by <br /> being amended and rezoned . " <br /> The ro osed amendment p p me t would change the Land Use <br /> Plan designation of the subject property from Rural <br /> Residential to Ten Year Transition/Commercial <br /> Industrial Transition Node making it compatible for <br /> rezoning to commercial or industrial uses . It <br /> would also extend the node further south making it <br /> possible for the next contiguous property to <br /> request redesignation to node status . The changing <br /> conditions in this area were recognized in the <br /> Central Orange Area study in 1983 and the node was <br /> redefined accordingly : both in terms of size <br /> (expanded) and designation • (Commercial to <br /> Commercial-Industrial ) . <br /> The Planning Staff recommends denial of the <br /> request . <br /> MQTION : Pi lkey moved denial of the request .
