ff <br /> 4 <br /> To capitalize on this pool of undeveloped urban land, the Land Use <br /> Plan incorporates a second development strategy, "infill" develop- <br /> ment The level of infill desired in a given area is a policy issue. <br /> The successful achievement of the infill policy objectives would <br /> result in a more compact and efficient urban form, lead to reduced <br /> transportation energy costs, reduce public services costs and Irdni- <br /> mize the conversion of agricultural land, to urban uses as a result <br /> of development pressures. <br /> The major management tool to he used to accoRolish the infill <br /> objectives is a structural, cooperative planning process between <br /> the municipalities' and the County. This process would emphasize <br /> the advantages to promoting a more compact urban form, preserving <br /> prime agricultural land and protecting future water resources. The <br /> combined use of the activity node and infill strategies provides <br /> the management tools whereby the future accomodation of development <br /> pressures can be facilitated in an efficient, controlled and impact- <br /> minimized manner. <br /> 78 <br />
