The County's per capita income exceeded that for the state <br /> in 1978. <br /> Although the County's per capita income is rising relative to the nation, <br /> it remains only 86.4% of the national per capita income. It is possible <br /> that this figure is based downward as a result of the large institutional <br /> component of the Orange County population I particularly given the concen- <br /> , <br /> tration of employment opportunities in the high-income white collar sectors. <br /> Recent gains in income, however, have been substantial, an increase of <br /> , $3,583 between 1970 and 1978.
