B. Benefits: 1) The district would increase Identify and <br /> pride in the agriculture community and its <br /> way of life. <br /> 2) The district would provide increased pro- <br /> tection from nuisance suits against properly- <br /> managed farms. <br /> 3) Each voluntary agricultural district would be <br /> entitled to one voting member of the Agricultur <br /> Advisory Board (see Section V) . <br /> C. Formation: Signed agreement among participating members <br /> to "sustain agriculture" in the district. <br /> Agreement would have to be reviewed and <br /> approved by the Agricultural Advisory Board. <br /> THE AGRICULTURAL ADVISORY BOARD <br /> The Board would be composed of one voting member from each vol- <br /> - <br /> untary agricultural district, as well, as nine other Orange County <br /> fain people to be appointed by the Board of County Commissioners. <br /> Tasks of the Agricultural Advisory Board would include the foll- <br /> owing: <br /> a) Act as a carnittee to draft the proposed farm preservation <br /> Program in sufficient form and detail to be acted upon by <br /> the Board of County Commissioners, as well as by the N.C. <br /> General Assembly; <br /> b) Review and approve agreements forming voluntary agricultural <br /> districts; <br /> c) Periodically review the County Farm Preservation program <br /> and recommend necessary changes to the Board of County <br /> Commissioners; <br /> d) Hold mandatory public hearings on the agricultural impact <br /> resulting from the use of eminent domain on farmland. Re- <br /> sults to be forwarded to the governing body of the agency <br /> proposing use of eminent domain, to the N.C. Secretary of <br /> Agriculture and to the Board of County Commissioners; <br /> e) Review of major private developments affecting County ag- <br /> riculture, as determined by the County Planning Board. <br /> Reports and recommendations on these projects would be <br /> forwarded to the County Planning Board and to the Board of <br /> County Commissioners. <br />
