. .
,..:
,..v.
,-..
to Durham. Suburbanization of this area may accelerate in the future as
Durham grows outward.
Hillsborough, Cheeks and Eno are the three central tier Townships in the
i.:,.., County. They are all traversed east-west by a major transportation
corridor consisting of Interstate 85, US 70 and a main line of the south-
.,
.„..
ern railroad. The excellent access afforded by these parallel transpor-
tation routes to other cities in the region has resulted in a more de-
veloped character for these townships than those in northern Orange
County. Two towns, an unincorporated village and a string of residential
as well as commercial and industrial uses occur all along this transpor-
tation corridor. The increased intensity of development can be seen
...
clearly on the Existing Land Use Map.
The Town of Hillsborough, the County seat, dominates Hillsborough Town-
ship.il
The population of the Township is 8599 persons. The presence of
1-85 has shaped Hillsborough's development in recent years with growth
areas being centered on the two interstate interchanges in the Township
south of town. NC 86 connects the town with southern Orange County.
Proposed Interstate 40 (see Proposed Land Use Plan Map) will give
Hillsborough easy access to Research Triangle Park and Raleigh and will
no doubt have a strong impact on the development of Hillsborough and
central Orange County if it is built.
The Town of Hillsborough operates a sewer and water system whose current
service area approximates the town's planning jurisdiction. Raw water
supply is Lake Ben Johnson on the no River west of town.
The Town of HiPsborough has jurisdiction over planning and zoning approx-
imately one mile beyond its corporate limits. The exact boundaries of
its planning area are shown on the Planning Jurisdiction map. The County
plans for surrounding areas.
Cheeks Township lies to the west of Hillsborough and contains two de-
veloped areas - the small unincorporated village of Efland and the Town
of Mebane on the western edge of the Township. Only a portion of Mebane
is within the Township and the County, the major portion of it being in
Alamance County. The population of Cheeks Township is 4821 persons.
Efland has a population of approximately 600 persons. It is the site of
several small textile manufacturing firms. There are also a number of
commercial uses in the Efland area. Efland is not served by central
sewers, but is furnished with water by Orange-Alamance Water Systems
Incorporated, a private non-profit corporation. Raw water is taken from
Corporation Lake on the Eno, just north of US 70, treated, and pumped
west along US 70 through Efland and on into Alamance County around
Mebane. The system has about 400 metered connections in Orange County.
The population of the Town of Mebane is 2781 persons according to the 1980
Census_ Three hundred and seventy-nine of those persons live in the area
of Mebane within Orange County. Mebane exercises a one mile extraterritorial
planning jurisdiction. In Orange County its planning jurisdiction extends
beyond the one mile limit to an area between US 70 and 1-85 where the
Town has developed an industrial park. This area is provided with sewer
32
