20, <br /> with stormwater management requirements which will insure <br /> that the quality and quantity of runoff from a site approx- <br /> imates the pre-development condition. A minimum 5 acre <br /> residential lot size without requiring stormwater manage- <br /> ment measures. For non-residential developments the ratio <br /> of impervious surface to gross land area should not exceed <br /> 0.25. <br /> k7 <br /> 13. Orange County should require stream buffers along perennial <br /> streams in water supply watersheds and stipulate land uses <br /> for these buffer areas appropriate to their intended <br /> function. The Task Force recommends that the width of stream <br /> buffer along any length of stream be 50 feet plus 4 times the <br /> percent slope. The stream buffer should be measured from <br /> the edge of the flood plain. The Technical Review Committee <br /> established in the County Zoning Ordinance should review the <br /> buffer requirements for all proposed non-residential de- <br /> velopments and require additional buffer area where neces- <br /> sary. The Task Force recommends that stream buffer areas <br /> remain in natural vegetation. <br /> 14. Orange County should adopt the following recommendations <br /> regarding on-site wastewater disposal systems. All newly <br /> platted lots bordering on perenial streams and requiring <br /> an on-site wastewater disposal system should be recorded <br /> as an easement of the final plat and no building or other <br /> activity should occur on this portion of the parcel of land <br /> which would prevent its future use for on-site waste water <br /> disposal. Orange County should inVestite- developing an - -- - <br /> on-site wastewater disposal system monitoring and mainten- <br /> ance program for the three water supply watersheds in the <br /> County. <br /> 15, Orange County should adopt stormwater management measures <br /> that would apply to protected watersheds. <br /> 16. Orange County should adopt the two following recommen- <br /> dations regarding sedimentation and erosion. The County <br /> should continue to administer a strong local sedimentation <br /> and erosion control program. The County should sponsor <br /> in conjunction with OWASA a resource conservation and <br /> development project in Cane Creek and University Lake <br /> watersheds. <br /> 17. Orange County should develop a plan of action for deal- <br /> ing with spills of hazardous materials in water supply <br /> watersheds. <br /> 29 <br />
