V' <br /> should be University Lake watershed, the Upper Eno water- <br /> , ' shed which drains to Lake Ben Johnson and the watershed <br /> of proposed Cane Creek Reservoir. <br /> 8. Orange County should adopt a Land Use Plan and associated <br /> regulations which preserve and enhance water quality in <br /> protected watersheds. Certain point sources of pollution <br /> including sewage treatment plants, land fills, hazardous <br /> waste generators, storage facilities or disposal sites, <br /> and major new highways should be prohibited from these <br /> watersheds. Urban development including medium-and high- <br /> density residential, commercial and industrial uses should <br /> be prohibited fram University Lake and Cane Creek watersheds. <br /> Medium-and high-density residential housing, and commercial <br /> and industrial development in the Upper Eno watershed <br /> should be directed to the McGowan Creek sub-basin. Strict <br /> water-quality related standards should be imposed on dev- <br /> elopment in the McGowan Creek watershed. Develooment should <br /> not be promoted in the Seven Mile Creek sub-basin and any <br /> industry which does propose to locate in that watershed <br /> should be able to show that it will not have any impact on <br /> water quality. If development intensifies in the McGowan <br /> Creek sub-basin the water quality in Lake Ben Johnson and <br /> Corporation Lake should be monitored. Any decrease in <br /> water quality which does occur may necessitate either moving <br /> the intake pipes of the Orange-Alamance Water Systems and <br /> the Town of Hillsborough upstream of the confluence of <br /> - - McGowan Creek and the Eno River or an earlier development <br /> of Seven Mile Creek reservoir than might be necessary based <br /> on water demand alone. <br /> 9. The Towns of Carrboro and Hillsborough and Chatham and <br /> Alamance Counties should incorporate the findings and recommen- <br /> dations of this report into their Land Use Plans and develop- <br /> ment regulations. <br /> 10. The Orange Water and Sewer Authority should adopt a policy <br /> which states that it will not extend sewer and water lines <br /> into the University Lake and Cane Creek watersheds except <br /> in emergency situations. The Town of Hillsborough, the Town <br /> of Mebane and Orange-Alamance Water Systems should adopt <br /> policies that state that they will only extend sewer and <br /> water lines into the McGowan Creek sub-basin of the Upper <br /> Eno watershed in accordance with the Land Use Plan of <br /> Orange County except in emergency situations. <br /> 11. Orange County should extend coverage of its zoning ordinance <br /> to include the proposed protected water supply watershed <br /> areas in Bingham, Hillsborough, Cheeks and Cedar Grove <br /> Townships. <br /> 12. Orange County should implement the following zoning dis- <br /> tricts and associated performance standards in protected <br /> watersheds: A minim= 2 acre residential lot size coupled <br />
