.?' <br /> *,?:r <br /> Any plan to protect the water supply watersheds in Orange County needs <br /> to identify and reduce the water quality impacts of non-point as well <br /> as point sources of pollution. An important component of any water <br /> quality plan for the County should certainly be to direct away fran <br /> watershed areas, sewage treatment plants, toxic waste disposal sites, <br /> landfills and industrial operations which manufacture or produce as a <br /> byproduct potentially hazardous materials. <br /> An equally important if less obvious part of a watershed protection <br /> plan for the County should be to keep the density of development in <br /> watershed areas as low as possible and to direct the future expansion <br /> of urban areas away from watersheds. <br /> RECOMMENDATIONS OF THE WATER RESOURCES TASK FORCE <br /> The Orange County Water Resources Task Force has developed in their <br /> report to the Board of County Commissioners seventeen (17) recommen- <br /> dations for the protection of water resources in the County. At this <br /> time the Board has not reviewed these recommendations nor acted upon <br /> them, the recommendations are as follows: <br /> 1. Orange County should adopt a policy which calls for mini- <br /> mizing total outflows of water from one major basin to <br /> another. <br /> 2. Orange County should allocate the water it has rights over <br /> in Lake Orange to the Town of Hillsborough, the Orange- <br /> ALanance Water Systems Incorporated, and the in-stveam flow <br /> needs of the Eno River. <br /> 3. Orange County should develop policies requiring water con- <br /> servation in both the receiving and withdrawal basins where <br /> inter-basin transfers of water are required to meet emer- <br /> gency situations. <br /> 4. The Task Force Report has identified five prime reservoir <br /> sites in the County. Local water suppliers should iden- <br /> tify which of these sites they would like preserved for <br /> future use. The County and water suppliers should work to- <br /> gether to implement means of protecting and preserving <br /> these sites for future use. <br /> 5. Orange County should investigate the feasibility of a <br /> regional solution to its future water needs. As part of <br /> that effort, Orange County should reserve a portion of the <br /> water allocation from Jordan Lake as a long term option for <br /> water supply. <br /> 6. Orange County should promote efforts to conserve water. <br /> 7. Orange County should adopt a Land Use Plan which identifies <br /> protected water supply watersheds. These protected areas <br />
