That objective was subsequently expanded to include adoption of a Land Use Plan County-wide. co areas of land use planning were f special concern to the Board of Commissioners - agricultural preservation and water resources protection. ' The Commissioners created two task forces composed of people from across the County, , .2. with expertise or special interest in these areas, to study the issues involved and report to the Board on their findings and recommendations. The results of their work was to feed into the Land Use Plan. Between January 1979 and February 1981 each of the Advisory Councils held regular meetings, staffed by the Planning Departmnt. Over 75 such meet- ' ings were held. The Council members discussed planning issues and out of the issues defined a series of seventeen goals were eventually drafted. These goals were reviewed by the Planning Board and adopted by the Board of Canmissioners in February, 1980. During this same time, the Planning Department developed base maps and .' carried out the necessary technical studies on population, existing land use, natural conditions,etc. The Advisory Councils developed preliminary or sketch land use plans for their individual Townships based on the in- : formation the planning staff had gathered and their own knowledge of their Tkownship. These plans were reviewed by the Planning Board and a Joint Public Meeting of the Planning Board and Board of Commissioners was held in August, 1979 to receive public input on these plans. After the Joint Public Meeting, the Advisory Councils worked at further refining the individual Township plans. This work was completed in February of 1981 at which time the Planning Board began review of the Plan. The Board of Commissioners also held several work sessions at which planning staff explained the details of the Plan. During the last two years the task forces on agriculture preservation and water resources protectionhave been meeting and the reports of both of these groups are now ready to be submitted to the Board of Commissioners. , The Planning Process Chart which follows shows visually the course the preparation of the Land Use Plan has taken since the beginning of 1979. It also indicates that the most important part of the planning process , implementation, lies ahead. 2
