ACCORDING <br /> au THE FINAL 1980 CENSUS FIGURES THE POPULATION OF ORANGE COUNTY IS 77,055 PERSONS, <br /> AN INCREASE OF ABOUT 20,000 PERSONS SINCE 1970. THIS IS A 34% GROWTH RATE OVER THE <br /> TEN YEAR PERIOD, MING ORANGE COUNTY THE 7TH FASTEST GROWING COUNTY AMONG NORTH <br /> CAROLINAS 100 COUNTIES. THAT GROWTH IS NOT ALL IN CHAPEL HILL. ENO TOWNSHIP;IN <br /> FACT HAS THE HIGHEST GROWTH RATE, 75%. BINGHAM TOWNSHIp/HAD A 62% GROWTH RATE. <br /> HILLSBOROUGH A 47% RATE. CHAPEL HILL WAS IN FACT 4TH WITH A 30% GROWTH. <br /> PART <br /> PAST GROWTH IN POPULATION HAS BEEN RESPONSIBLE AT LEAST INItIE--F-A&T FOR A NUMBER <br /> OF PLANNING ISSUES WHICH AROSE IN THE COUNTY: THESE INCLUDE THE NEED FOR ADDITIONAL <br /> WATER FOR SOUTHERN ORANGE COUNTY AND THE CANE CREEK RESERVOIR CONTROVERSY, THE <br /> LOSS OF FARMS AND FARM-LANDS, THE PROPOSED ROUTE OF 1-40 THROUGH THE COUNTY, THE <br /> SOUTHERN BY-PASS AROUND CHAPEL HILL TO BINGHAM TOWNSHIP, AND THE ENO STATE PARK. TH <br /> POPULATION OF THE COUNTY WILL ALMOST CERTAINLY INCREASE GREATLY IN THE NEXT 20 <br /> YEARS. WE DO NEED AN EXPRESSION OF HOW THE COUNTY WOULD LIKE TO GROW - THE PLAN - <br /> SO THAT WE CAN BE PREPARED TO DEAL WITH FUTURE PLANNING RELATED QUESTIONS. SINCE <br /> THE FED 1970'S, ORANGE COUNTY HAS BEEN IN THE'PROCESS OF DEVELOPING A LAND-USE PLAN, <br /> Al' THE BEGINNING OF 1975, THE ORANGE COUNTY PLANNING AND INSPECTIONS DEPARTHINT WAS <br /> 79R?'M IC HANDLE SEVERAL COUNTY ORDINANCES RELATED 'ID LAND USE. THESE INCLUDED A <br /> ZONING ORDINANCE AND SUBDIVISION REGULATIONS WHICH HAD BEEN ADOPTED FOR CHAPEL HILL <br /> TU/NSHIP IN 1967 AND FOR ENO TOWNSHIP IN 1970. <br /> IN 1975, THE PLANNING DEPARTMENT BEGAN WORK ON A GENERAL PLANNING SCHEME FOR <br /> THE COUNTY AM A MORE SPECIFIC PLAN FOR CHAPEL HILL TOWNSHIP. THE PLANNING STAFF <br /> SOUr3117 TO INVOLVE COUNTY PEOPLE IN THIS PLANNING PROCESS. A LIST OF ORGANIZATIONS <br /> A!ID LEADERS FROM ACROSS THE COUNTY WAS DEVELOPED AND MEETINGS HELD TO ACQUAINT <br />
