PLAN ADOPTION, EVALUATION AND REVIEW <br /> Plan Adoption <br /> Official adoption of the Orange County Land Use Plan and Map as the long- <br /> : range planning framework and guide to development in the County would <br /> provide public policy decisions impacting on land use with the foundation <br /> necessary to prevent the arbitrary and uncoordinated application of such <br /> policies. <br /> Over a period of two years, sketch land use plans have been distributed <br /> Z2. for review and coment by the Board of Commissioners, Planning Board, <br /> Township Advisory Councils, Joint Planning Camnittee, other interested <br /> groups and individuals and the general community to insure the adcept- <br /> f ability of the concepts, goals and policies of the Plan and to fulfill <br /> the intent of the County's commitment to maximum public participation <br /> in the planning process. <br /> The Orange County Land Use Plan should be adopted by simple resolution <br /> of the full Board of Commissioners preceded by a formal public hearing. <br /> Copies of the Land Use Plan were distributed to the Hillsborough and <br /> Chapel Hill Public Libraries for review by County residents prior to <br /> the public hearing. <br /> Plan Evaluation <br /> Evaluation of the Land Use Plan should seek to access the effectiveness <br /> of the Plan and its continued relevance to Orange County. The evalua- <br /> tion process should involve the response of both the public and private <br /> sectors. The results of the evaluation process could provide guideposts <br /> for prioritizing programs affecting land use and development in the <br /> County. At a minimum, the criteria for evaluating the Orange County Land <br /> Use Plan will include questions of effectiveness, administrative effic- <br /> iency and political acceptability. Special evaluation criteria, will be <br /> formulated following the adoption of the Land Use Plan. <br /> Plan Review <br /> The Orange County Land Use Plan is not a static document. The information <br /> and data which it contains should be revised and updated as required to <br /> reflect the pace of changing conditions throughout the County. The con- <br /> stant revision and updating of baseline information regarding the planning <br /> environment will provide the means to analyze relevant factors contrib- <br /> uting to existing and potential land use patterns and problems. Only <br /> through this process will the Land Use Plan have continued relevance to <br /> land use and development in Orange County. Public officials and admini- <br /> , strators should be particularly aware of and responsive to this factor. <br /> These review activities should be complemented with a complete review <br /> of the Land Use Plan within no more than a two year period. This re- <br /> view will include the collection and analysis of land use and demogra- <br /> ; phic data, a progress report and citizen input and involvement to ev- <br /> aluate the effectiveness of the Plan in terms of the adopted goals and <br /> policies and to propose amendments to the Plan as required. <br />
