Flood Damage Prevention Ordinance <br /> Orange County was recently accepted as aparticipaht in the National <br /> Flood Insurance Program of 1974, as of March 2, 1980 upon acceptance of <br /> the proposed ordinance. The adoption of the Flood Damage Prevention <br /> Ordinance for Orange County provides a means for prohibiting or res- <br /> tricting development within areas environmentally constrained by flood- <br /> ways and flood plains. This ordinance seeks to prevent property loss, <br /> insure human safety and enable the safe and natural flow of streams. <br /> Codes <br /> Building, plumbing, electrical, fire and housing codes protect the health, <br /> safety and welfare of individuals in the community by establishing min- <br /> imum standards for individual structures. These codes supplement the <br /> broader influence of the zoning and subdivision ordinances. <br /> Sewer and Water Extension Poll Sewer and water extension policy refers to an official or unofficial <br /> policy regarding the expansion of these systems to new areas. The ex- <br /> istence or absence of water and sewer facilities significantly affects <br /> the level of development in a given area. Without the provision of cen- <br /> tralized sewage collection and, disposal land can only be developed for <br /> rural uses and at rural densities. <br /> The provision of public services and facilities should seek not to <br /> follow private development, but should occur simultaneously with <br /> planning efforts to channel development overtime in a manner consistent <br /> with the Land Use Plan. Public facilities should be designed to serve <br /> a specific purpose given a desired location, density and form of pri- <br /> vate development. <br /> Thoroughfare Plan <br /> A major functional plan and integral element of the comprehensive <br /> Land Use Plan is a thoroughfare plan covering the means and manner of <br /> transporting goods and people throughout the County. The Thoroughfare <br /> Plan is premised on the road classification system which specifies the <br /> service level provided by each road in the network. The major purpose <br /> of the plan is to assess the capacity of the existing system in terms <br /> of future development requirements. As the location and type of trans- <br /> portation system is inextricably tied to the pattern of land, use, a <br /> Thoroughfare Plan for the County should be completed in the immediate <br /> future. <br /> Economic Development Plan <br /> The physical land use planning activity cannot be separated from econom- <br /> ic considerations. In detenninin e the appropriate pattern of land use <br /> an assumption is implictly made regarding the type of growth favored and <br /> the response of the economy to such growth. Conscious efforts to <br /> broaden and diversify the economic base of the area and promote certain <br /> forms of economic development should complement planning considerations <br /> affecting land use patterns, particularly as they impact on the maxim- <br /> ization of opportunities for County residents for housing and work and <br /> the protection of the environment.
