The projected population of 7650 persons in Bingham Township by the year <br /> 2000 would require an estimated 1553 additional dwelling units and 4271 <br /> acres of additional residential land. In addition to the residential <br /> acreage, residential development brings in its wake the need for land <br /> for non-residential purposes such as shopping, schools, churches <br /> recreational facilities fire stations and other similar uses. The total <br /> additional acreage required during the plan period, therefore, is 4485 <br /> acres. <br /> Allocation of Growth <br /> The primary task of the Land Use Plan is to geographically allocate the <br /> anticipated growth throughout the Township in accordance with the County- <br /> wide goals and policies and the Township policy statements. In actuality, <br /> the amount of land allocated to accomodate this growth will be substan- <br /> tially greater than the calculated need to allow for variations in the <br /> availability of land and the exercise of market choice. <br /> The following pllocation guidelines, which incorporate the descriptive <br /> framework of the County land use classification system, are derived from <br /> the County and Township policies to faciJitate the process of determining <br /> the location of new growth in Bingham Township: <br /> o Rural non-farm residential development will be allocated so as to <br /> avoid negative environmental or economic impacts on agriculture. <br /> o Commercial development will be allocated to designated activity <br /> nodes, which provide a more reasonable and efficient alternative <br /> to the trend toward strip-type development along the rural roads, <br /> especially along N.C. 54. <br /> o Commercial and non-farm residential development will be directed <br /> away from areas that, if developed at those intensities, would <br /> create negative impacts on water supply watersheds. <br /> In light of these allocation guidelines, information about land in Bingham <br /> Township was "filtered" through the set of locational criteria in order <br /> to evaluate the suitability of certain locations to contain various land <br /> uses. This information was then utilized in the classification of land <br /> throughout Bingham Township. <br /> Distribution of Land Use Plan Categories <br /> Land in Bingham Township has been classified into the following Land Use <br /> Plan categories according to the public policies expressed in the Plan, <br /> the set of locational criteria defining the appropriateness of the <br /> physical environmental context for future development, and the Township's <br /> projected population change and resulting Land requirements: <br /> RURAL RESIDENTIAL. This area of the Township is generally bounded by the <br /> University Lake watershed to the east, Dairyland Road to the north, Orange <br /> Grove Road to the west and N.C. 54 to the south. The area has character- <br /> istics which make it suitable for rural, non-farm residential development. <br /> It is adjacent to the major east-westroad, N.C. 54 and near the Rural <br /> Community of White Cross.
