In addition to classifying the land in the County the County's land use <br /> planning strategy has been to identify and evaluate potential activity <br /> nodes in the Township. The purpose of this activity is to direct comer- <br /> cial and industrial activities to the most appropriate area in the Town- <br /> ship, preventing strip-type development, and promoting a more compact and <br /> efficient land use pattern focused on major intersections in the Tbwnship. <br /> A total of four activity nodes have been designated in Hillsborough <br /> Township. <br /> REERENCE: NB-1, Ridge Road <br /> LOCATION: N.C. 86 and SR 1334 <br /> PLAN CATEGORY: Rural Neighborhood <br /> ANALYSIS AND EVALUATION: This node is located at the intersection of an <br /> arterial highway (N.C. 86) and a collector (SR 1334). Commercial uses <br /> presently exist near this node on. N.C. 86. There are no environmental <br /> constraints that would hinder further small-scale commercial development <br /> in the land area focused on this node. Nor would this scale of commercial <br /> development disrupt the residential areas nearly. The lack of water <br /> or sewer lines in the foreseeable future limits the scale of new develop- <br /> ment. Due to the existence of commercial uses in the area, only limited <br /> new development would be necessary during the 20-year plan horizon of the <br /> Plan. Instead encouragement should be given to the rehabilitation and <br /> reuse of existing commercial establishments if and when they fall into <br /> disrepair or become vacant. <br /> REFERENCE: HB.- Major Business Forms <br /> LOCATION: N.C. 86 and SR 1332 <br /> PLAN CATEGORY: Rural Industrial <br /> ANALYSIS AND EVALUATION: This node is located at the intersection of an <br /> arterial highway (N.C. 86) and a collector (SR 1332). A small scale indus- <br /> trial use presently exists at this node. There are no environmental con- <br /> straints that would hinder small scale, rural industrial development in <br /> this area. This type of development would not disrupt an area of residen- <br /> tial character. The scale of future rural industrial development at this <br /> node would be limited by the lack of municipal water and sewer lines and <br /> the capacity of N.C. 86 to handle additional traffic. These factors, among <br /> others, would be taken into consideration during the review of a new or <br /> expanded rural industrial use at this activity node. <br /> REFERENCE: HB-3, ST. Mary's <br /> LOCATION: U.S. Highway 70 By-pass and St. Mary's Road (SR 1002) <br /> PLAN CATEGORY: Commercial Transition <br /> ANALYSIS AND EVALUATION: This node is located at the intersection of an <br /> arterial (U.S. 70 By-pass) and a collector (St. Mary's Road). Commercial <br /> uses presently exist near this node, including a small gas station, a <br /> convenience store with gas pumps and a flea market store. There are no <br /> natural environmental constraints that would hinder medium to higher inten- <br /> sive commercial development in this area. However, there are constraints <br /> imposed by the arrangement of the highway and its access points which <br /> would require redesign to safely accomodate additional commercial <br /> development. Redesign could include turning lanes on U.S. 70 By-pass and/ <br /> or St. Mary's Road at their intersection, and/or perhaps a stoplight.
