o Development at intensity levels which would create negative <br /> impacts on public interest areas should be directed away from <br /> those areas. <br /> In light of these allocation guidelines, information about land in Hills- <br /> borough Tonwhsip was "filtered" through the set of locational criteria in <br /> order to evaluate the suitability of certain locations to contain various <br /> land uses. This information was then utilized in the classification of <br /> land throughout Hillsborough Township. <br /> Distribution of Land Use Plan Catee•ries <br /> Land in Hillsborough Township has been classified into the following Land <br /> Use Plan categpries according to the public policies expressed in the Plan, <br /> the set of locational criterria,defining the appropriateness of the physi- <br /> cal environmental context for future development and, the Township's pro- <br /> jected population change and resulting land requirements: <br /> URBAN. All of the area within the Town of Hillsborough's corporate limits <br /> and extraterritorial planning jurisdiction has been classified as Urban. <br /> In effect, this means that the Land Use Plan for the Town will shape the <br /> development pattern in that area. Given the policy of encouraging infill <br /> development, most of the higher intensity growth during the plan period <br /> should occur within the designated Urban area. <br /> 10-YEAR TRANSITION. The external boundary of the Town of Hillsborough's <br /> extraterritorial planning juriddiction generally coincides with the <br /> designated 10-Year Transition. Some subdivisions adjacent to, but outside <br /> of,the Town's planning jurisdiction have also been designated 10-Year <br /> Transition. <br /> 20-YEAR TRANSITION. Land to the east of Hillsborough's planning jurisdic- <br /> tion, which includes land area currently served by the municipal water and <br /> sewer system or could be efficiently served at some time in the future <br /> when the demand is sufficient is designated 20 Year Transition. This area <br /> is bounded on the north by St. Mary's Read, to the east by the Township <br /> boundary and to the south by the railroad tracks. <br /> RURAL RESIDENTIAL. All of the land designated Rural Residential occurs <br /> in the southern tier of the Township where rural, non-farm residential <br /> uses would be the most suitable land use. <br /> AGRICULTURAL-RESIDENTIAL Except for sue01 areas in southern and western <br /> Hillsborough Township, most of the land designated Agricultural Residential <br /> is located in the northern tier of the Township where farming and associ- <br /> ated agricultural activities are the most appropriate land uses. <br /> PUBLIC INTEREST AREAS. The Duke Forest tracts, located in the southeast <br /> and west-central portion of the Township, are designated Public Interest <br /> Areas. <br /> WATER SUPPLY WATERSHED. A small portion of the Upper Eno water supply <br /> watershed which lies along the western boundary of the Township is classi- <br /> fied as water supply watershed. <br />
